5.1.17 –  Call for Papers: IFLA Journal special issue on Privacy
Submission Deadline: 15 September 2017
IFLA Journal and IFLA’s Freedom of Access to Information and Freedom of Expression (FAIFE) Advisory Committee are pleased to announce a call for papers for a special issue focused on Privacy.  In the Digital Age, information is both more plentiful and more easily accessible than ever, a fact that has had profound implications for individuals’ ability to exercise control over their own personal information.  Many Library and Information Science institutions, associations, and professionals have long established privacy as a pillar of the profession’s ethical codes, but as the nature of the creation and dissemination of information, as well as its content, has changed in recent decades, so too have the questions institutions, associations, and professionals face about how to define and uphold privacy.
IFLA Journal invites papers for a special issue focused on privacy, libraries, and information professions across all continents. The issue will be published in the summer of 2018 as Volume 44:2. In particular, the main goal of the special issue is to gather the latest theory, research, and practices from libraries and information professions to further the professional discourse on the definition and provision of privacy in the 21st century.

Submission Deadline:
Articles for the special issue should be submitted to IFLA Journal for peer review before 15 September 2017.

IFLA Journal is hosted on ScholarOne™ Manuscripts, a web based online submission and peer review system SAGE Track. Please read the Manuscript Submission guidelines, and then simply visit the IFLA Journal Manuscript submission webpage to login and submit your article online.
IMPORTANT: Please check whether you already have an account in the system before trying to create a new one. If you have reviewed or authored for the journal in the past year it is possible that you will have had an account created.

IFLA Journal is an international journal publishing peer reviewed articles on library and information services and the social, political and economic issues that impact access to information through libraries. Abstracts will be translated by IFLA (the International Federation of Library Associations and Institutions) into the other working languages of IFLA—Arabic, Chinese, French, German, Russian or Spanish—for publication.
IFLA Journal is published by Sage Publications and is the official journal of IFLA, and has an international readership consisting of academic institutions, professional organizations, and IFLA members who all receive a free subscription to the journal.
Each issue of IFLA Journal is made available Open Access upon publication on IFLA’s website.  Authors are also encouraged to make the accepted version of their manuscripts available in their personal or institutional repositories.

Over the next ten years, IFLA, will transform public libraries, the library field and itself through concerted and coordinated efforts at the global, regional, and national level. While the ultimate benefit of this work will be seen at the local level through better library services – services helping more people gain literacy, find employment, improve their health, etc. – the effort will be aimed at specific changes in how libraries are led, assessed, and connected. The International Federation of Library Associations and Institutions (IFLA) is looking for a new Policy and Research Officer to work on Internet governance and digital issues.

The Internet plays an indispensable role in achieving key library objectives – access to information, freedom of expression, individual empowerment. But for it to do so, risks must be managed. The open architecture of the Internet is challenged by both public and private actors. Individuals face threats to their privacy from companies and governments.

Key areas of Responsibility

The successful candidate will lead IFLA Headquarters’ work on Internet governance and digital issues on a day-to-day basis. They will coordinate IFLA’s engagement in the Internet Governance Forum process, and our advocacy around public access to the Internet. They will be on top of current policy questions, supporting the development of policies and positions as appropriate. They will also have an eye on the future, and emerging opportunities, as well as maintaining a strong focus on ensuring that IFLA’s work is relevant and valuable to its members.

Location

IFLA Headquarters is located in The Hague (next to The Hague Central Station) in The Netherlands.

This is a full-time position (36 h/week), with a provisional start-date of 1 April, and a contract running until the end of 2018, with possible extension to be determined subsequently.

Qualifications and Experience

  • University degree in library or information studies or an equivalent qualification;
  • A higher degree, or its equivalent, in library or information studies or a related field (desirable)
  • Awareness of issues in the information environment, the library profession;
  • Experience in working in a distributed, international team;
  • Experience in an international membership organisation.

Additionally, the candidate will have:

  • Understanding of, and interest in, digital rights and/or internet governance issues, especially as relating to libraries;
  • Strong research and analytical skills: demonstrable ability to provide rapid analysis of texts and events in order to inform positions and decision-making;
  • Strategic thinking: demonstrable ability to contextualise, spot opportunities and plan for the long-term;
  • Strong communication skills: fluent in English, both written and oral and fully competent in using the web and social media;
  • Organisation skills: ability to juggle different tasks and priorities to maximise effectiveness;
  • Interpersonal skills: demonstrable ability to relate to and build up relationships with, people from a wide range of cultures and backgrounds, inside and outside the organisation. A sense of diplomacy and the ability to convey this in writing;
  • Demonstrable understanding of the policy process, including policy development;
  • Demonstrable project management skills;
  • A commitment to participative management practices, workplace diversity and to working effectively within a team environment;
  • Proficiency in one of the other official languages of IFLA (Arabic, Chinese, French, German, Russian, Spanish);

Salary

The gross monthly salary offered will be € 3,570 per month in line with the Collective Agreement of Public Libraries in The Netherlands.  You will also receive a holiday allowance (8% of your annual salary), an end of year bonus and enjoy 25 days of holidays per year.  You will also participate in IFLA’s group pension scheme.

Virtual Job: IFLA Series Editor (part-time)

IFLA and De Gruyter are seeking Expressions of Interest for the position of Series Editor for the IFLA Publication Series (often known as the ‘Green Backs’).

The book series addresses ways in which libraries, information centres, and information professionals worldwide can formulate their goals, exert their influence as a group, protect their interests, and find solutions to global problems.
The Series Editor is responsible for identifying topics and issues of significance to the profession and for the commissioning of editors and authors to produce works for publication by De Gruyter, IFLA’s publishing partner.
IFLA aims to publish a minimum of three titles per year. This is a part-time position and De Gruyter provides a small stipendium.
De Gruyter will also appoint a copy editor to copy-edit, submit the manuscripts to the Publisher and accompany the production process.

Tasks

  • Identify topics of interest to the library profession
  • Work with Chairs of IFLA Section Committees to select suitable Editors from IFLA’s member expertise
  • Oversee the production process from commissioning to publication
  • Assist Editors with the operational aspects of commissioning, applications, forms, organisation and deadlines
  • Provide advice to Editors and Authors to ensure consistent presentation in areas such as style guidelines, syntax, terminology, referencing and quality of graphics
  • Liaise with De Gruyter’s copy editor regarding the typesetting and final formatting of works in the series

Skills

  • Communication skills
    • Possess excellent interpersonal and responsive, accurate written communication skills. As the series is primarily published in English, a native level of English is preferred;
  • Understanding of issues
    • Excellent understanding of the major issues and hot topics influencing library services and practice in the global environment;
  • High Standing
    • High standing in the Library and Information Science field as a practitioner or researcher;
  • Research and Writing Skills
    • Excellent research and professional writing skills and expertise, and the ability to critique research writing;
  • Scholarly Publishing
    • Strong understanding of scholarly publishing;
  • Vision for Future
    • Vision for the future of the series and to increase its standing in the field;
  • Experience
    • Experience as a published editor or author in the Library and Information Science field.

Become part of the Policy & Advocacy team at the International Federation of
Library Associations and Institutions (IFLA) and help shape IFLA’s policy and
advocacy work through a wide range of professional tasks. Under the general
direction of the Director, Policy and Advocacy, your responsibilities include
carrying out in-depth desk research, supporting managers in producing
position and discussion papers, supporting the work of IFLA units engaged in
policy matters, monitoring issues that affect libraries, drafting and
disseminating high-quality communications on policy and advocacy issues, and
planning activities to support IFLA’s policy objectives in collaboration with
other staff.
Key areas of Responsibility
To undertake in-depth desk research and analysis and to produce briefing
papers, case studies and other materials for managers, IFLA units and members
that will contribute to IFLA’s policy and advocacy activities;
To provide professional-level support to IFLA managers, committees, advisory
boards and sections. Tasks include monitoring relevant information,
coordinating participation at workshops and events, and drafting reports;
To provide support to the preparation of policy-focused workshops and other
events, for example, identifying potential programme concepts, drafting
workshop materials, tracking deadlines, and monitoring expenditures against
budget;
To write high-quality communications in support of IFLA’s policy and advocacy
work and to disseminate them via appropriate channels, including the web,
social media and mailing lists;
To ensure that strong connections are established and maintained with other
activities of IFLA that impact on policy and advocacy work, for example, the
professional programme;
Monitoring the potential effects of trends, international conventions and
treaties, activities of international organizations and policy initiatives

As TEL moves into its next phase, we need a temporary manager for 6-7 months from June-December 2016. We would initially like to offer this as a secondment opportunity for CENL libraries. We’re looking for someone with strong people and project management skills and a solid understanding of library data. This is a great opportunity for someone wishing to improve their international knowledge in an English-speaking environment working at the Europeana office, based in the National Library of the Netherlands, The Hague. If you fulfill the Knowledge Worker criteria listed below, we can also take non EU nationals for this post.
The role – Manager of The European Library We are looking for someone to manage The European Library service and deliver the 2016 TEL Business plan. You will be knowledgeable about the ways libraries work in the digital world and enjoy networking and nurturing relationships in an international environment. You will be able to talk to library directors about strategy and to persuade data specialists to work with you to deliver their data. You will have project management experience and be able to deliver according to deadlines and within budget. You will also be able to review financial reports and control the budget.
Your team You will be part of Europeana Management Team and you will manage five or six people with data ingestion and library relations/marketing backgrounds.
Your responsibilities are to manage:

  • the TEL library relations and data ingestion personnel to deliver the TEL service
  • the TEL Libraries Network and its working groups
  • the work under Europeana DSI 1 & 2 on behalf of TEL
  • the strong relations with CENL Board, Executive and Directors of National Libraries
  • the budget of The European Library
  • productive relationships with existing partner libraries and consortia (through working groups LCG & TWG)
  • the relationships with TEL’s research libraries

While

  • Producing and implementing marketing and communication plans for the promotion and re-use of Library Data
  • and reporting against plans to CENL

The experience/knowledge you need

  • People management of at least three years
  • Experience with digital data from a library environment
  • A passion for making libraries data work in the digital world
  • Project management experience (international projects)
  • Experience in partner relationship management

The skills you need

  • Excellent people and networking skills
  • Strong organization skills
  • Good oral and writing communication skills
  • Ability to work independently with little guidance

Non EU Knowledge Worker Criteria
If you do not have a work permit for the EU or are not a citizen of a European Union country, we can consider you as a Knowledge Migrant. For this to work you must be able to comply to the following:
If you are more than 30 years old you must be on an average monthly salary of € 4,240, If you are under 30 your average monthly salary must be a minimum of € 3,108. If you hold a European Blue Card your salary will be a minimum of € 4,968

Numerous IRRT (ALA) members received the IFLA Fellowships through a very competitive selection process.
“We’re really excited to tell you—and largely this is through the Herculean efforts and tremendous success of the fundraising effort led by Jim Neal—that we’re close to having raised $450,000, more than double the original goal. So we will have a special event on Saturday evening at the main library, and it will be for the scholars who have their travel underwritten and then all of the sponsoring organizations—a combination of public libraries, some associations, some vendors, and I would say the bulk of that funding has come from our academic institutions. We’re really excited about having been able to help fund the international cooperation, support, and ultimately discussion that we think we’ll have with all of these members. There were 3,300 applicants for that opportunity.”
